A web designer, a freelancer, and an agency can all build the same five-page website in India in 2026, at ₹9,000, ₹35,000, or ₹1,20,000. The price difference is not a quality ranking. It is a difference in who is accountable when the form stops sending email, who writes the content, and who you call in month 14.
This guide compares the three, adds the fourth option most buyers now consider (a website builder), and lists the five questions that expose a bad quote before you pay.
The three options side by side
| Designer | Freelancer | Agency | |
|---|---|---|---|
| What they sell | Visual design, sometimes a template setup | Design plus build, one person | Design, build, content, QA, handover |
| Typical scope | A few pages, brand styling | Up to 10 pages, forms, basic SEO | Multi-page, catalogues, integrations |
| Typical quote | ₹9,000 to ₹30,000 | ₹15,000 to ₹60,000 | ₹40,000 to ₹1,50,000 |
| Main risk | Design without a working build | One person’s availability and skill range | Overhead in the price, junior after the sales call |
| Best for | Rebranding an existing site | A defined site with a clear page list | Catalogues, integrations, launches with a deadline |
The bands above come from published Indian ranges; our own packages run ₹7,999 to ₹34,999 and are listed on pricing. For the full cost breakdown behind those numbers, read how much a website costs in India.
When a freelancer is the right call
A freelancer is the best value in the Indian market for a defined scope: five pages, an enquiry form, WhatsApp, basic SEO, launch in two weeks. You talk to the person doing the work, there is no account manager, and the price reflects that.
It works when three things are true:
- The scope is written. You know the pages, the sections, and who writes the copy.
- The stack is boring. A static site or a well-known CMS. No custom integrations that only one person understands.
- You agree handover upfront. Repository, hosting account, and domain in your name at launch.
It breaks when the site needs a catalogue with 300 SKUs, a payment gateway, and a booking system, which are three specialities that one freelancer rarely does well at the same time.
When an agency is the right call
Need a website built properly?
Fast, modern, fully owned — from ₹7,999, delivered in 1–2 weeks.
Chat on WhatsAppSee pricingAn agency earns its overhead when the work spans several disciplines: design, copy, development, SEO, analytics, and a launch date that cannot slip. A manufacturer publishing a product catalogue, a builder launching a project site, or a business rebranding with new photography all need several people moving together.
The price covers coordination. That is real work, but it also means you should ask who is actually doing the build and whether that person is in the room during the sales call.
An agency is the wrong call for a five-page brochure site. You pay for process you do not need, and the build lands with the same kind of person a freelancer would have been.
When a designer alone is not enough
A designer sells the look. A website needs the look plus a build that loads fast, a form that delivers, page titles Google can read, and a way for you to change the phone number without a developer.
If a designer quotes you ₹12,000 for “website design”, ask what happens after you approve the design. Common answers:
- “The developer will charge separately.” Now you manage two vendors and the handover between them.
- “I will set it up on Wix.” Fine for a simple site, but you rent the platform and its templates cap what the design can do.
- “It includes the build.” Then the quote is a design-and-build quote and should name the pages.
Design-only is a legitimate service for a company with an in-house developer. For a small business with no developer, it is half a product.
The fourth option: a website builder
Wix, Squarespace, and Shopify let you launch without hiring anyone. For a shop that needs a page next week, that can be the correct decision.
Understand what you are buying: a subscription, not an asset. You cannot export the site, you cannot move it to another host, and every speed or SEO limitation belongs to the platform. When you leave, you rebuild.
That is fine for a side project. For the site your business runs on, it is a recurring cost with no exit.

What to ask before you pay anyone
- Which pages and sections are included? Get a list, not “up to 10 pages”.
- Who writes the content? If the answer is you, budget three days.
- Do I get the code and the domain at launch? Both should be in your name.
- What happens in month 13? Ask for the maintenance cost, in writing.
- Can I see a live site from this person that loads in under two seconds on a phone? Ask for a URL, not a portfolio screenshot.
A vendor who answers all five before the invoice will answer them after it. A vendor who deflects one will deflect all of them.
Red flags worth walking away from
- A quote with no written scope.
- The vendor registers the domain or hosting in their own account.
- “SEO included” with no page titles, sitemap, or Search Console mention.
- Template demos passed off as client work.
- A price that drops when you hesitate, because scope is quietly leaving the quote.
What we are
NKV DEV WORKS is a small studio, not an agency with layers. One person designs, builds, and hands over, with an AI-assisted workflow for the parts that benefit from it. Packages start at ₹7,999, the source code is yours at launch, and we publish the price before the call rather than after.
If you are choosing between a freelancer and an agency, pick the one that shows you a written scope first. Send us the page list you need and we will quote it in writing, or tell you that a builder is the cheaper answer for your case.
